Start with these three stages
Owning a vehicle, holding a driving licence and having cross-border approval are separate matters. Start at your current stage, then address connected costs and documents. A mainland licence also needs specific eligibility checks before a Hong Kong application; it is not universal proof of exemption from tests or boundary approval.
For learning and testing, check the vehicle class, eligibility, examinations and school contract. Licence holders should separately read Hong Kong direct-issue conditions and documentation. Receipt of an application is not approval, and the permitted vehicle class must not be assumed. Use the city directory to find the relevant mainland driving-licence service.
Budget for insurance, parking, renewal, maintenance and examination beyond the purchase price. For a used car, verify ownership, vehicle records and transfer procedures. For an EV, plan installation permission alongside public-charging backup. Check registration details, vehicle licensing and the driver's licence separately, recording the applicable licence expiry dates.
Keep toll, insurance, incident and maintenance records once driving. Handle penalties and points through the relevant formal process. Cross-border trips additionally require driver, vehicle, insurance, route and booking checks. Urban southbound driving and airport parking followed by transfer are different arrangements.
