Current mainland rules direct overseas applicants to their place of residence or stay. First C1/C2 issue requires age eighteen or above; applicants aged seventy or above also face memory, judgement and reaction tests, alongside medical and other conditions. Hong Kong residents use the prescribed residence-permit or entry-document route. The ordinary foreign-national route includes a valid passport, visa or permission for a stay of three months or more and accommodation registration, or permanent-resident identification. Have the local office confirm how a non-Chinese Hong Kong resident's newer permit is accepted; Hong Kong identity alone does not establish the Chinese permit route.
What to do, step by step
- Ask the official service to check identity, current entry or stay documents and your mainland address. Non-Chinese applicants should prepare passport, permit or stay documents and accommodation records, obtaining the applicable checklist before paying tuition.
- Check the identity number, vehicle category and electronic upload with a recognised driving-medical provider. Choose C1 or C2 for the driving you need, rather than accepting the wrong category because a package is cheaper.
- Select a registered training provider and review training location, hours, refunds and exam charges. Keep control of your 12123 account and verify that the training record has been accepted in the correct examination city.
- Complete subject one, then the eligible and booked subject-two, subject-three road and safe-driving components. The commonly named subject four is the safety part of subject three. Training does not authorise independent driving before a licence is issued.
Costs, timing, and things to check
The learning certificate normally has a three-year validity subject to applicable age limits. First car-category issue brings probationary and motorway accompaniment rules. Plan actual training visits instead of accepting a guaranteed licence after a few days.
If you later want a Hong Kong licence, read TD eligibility now. Passing mainland tests does not by itself meet every Hong Kong condition, and an exchanged licence should not be represented as obtained through mainland tests.
