Ordinary overseas-licence applications involve full-licence, identity, medical and acquisition-residence checks and the applicable tests. Eligible Hong Kong residents have an exemption channel: Dongguan's official guide lists permanent identity with the mainland permit, or the prescribed residence-permit route with a Hong Kong full licence, and safety learning. Non-permanent, non-Chinese and exchanged-licence holders need individual verification rather than assuming another applicant's approval applies.
What to do, step by step
- Give the local service the Hong Kong licence's sides, classes, first and current issue dates and your identity status. Ask whether the Hong Kong exemption or ordinary overseas route applies. If you already hold a mainland licence, first check the correct existing-licence transaction.
- Prepare Hong Kong identity, entry or residence documents and accommodation records where applicable. A non-Chinese permanent resident should identify the non-Chinese permit and passport explicitly and have acceptance and exemption scope confirmed rather than simply saying they possess a Home Return Permit.
- Complete the appropriate driving medical and photo requirements using one identity number, then book a counter that handles overseas verification. Shenzhen's appointment menu separates Hong Kong exemption from ordinary overseas-licence applications, so choose the confirmed category.
- Complete original-document verification, required safety learning or tests and payment. Check the issued mainland class, restrictions, name and expiry. Automatic-only or other Hong Kong entitlements cannot be enlarged into a mainland class by your own interpretation.
Costs, timing, and things to check
The ordinary foreign-licence residence and test route differs from Hong Kong exemption. An exemption appointment cannot bypass a test that your category requires. Confirm current fees, learning and collection for your own transaction rather than an old package.
Conversion grants driving entitlement, not northbound vehicle approval or a longer lawful stay. Keep Hong Kong validity separately. Presenting an exchanged mainland licence for a later Hong Kong application still engages TD's test-obtained requirement.
A practical example
A Hong Kong permanent resident with a full automatic private-car entitlement asks Dongguan about exemption and the corresponding class, then brings confirmed identity and medical records and attends required safety learning. A companion using a foreign passport checks their own route separately.
