A Guangdong plate, entry permit and mainland driving licence do not by themselves authorise driving around Hong Kong. Establish whether the vehicle needs urban entry or parking followed by a flight transfer or an admitted visit.

Understand the arrangements before leaving
Urban Southbound Travel involves Guangdong and Hong Kong approval with current owner, vehicle, designated-driver, inspection, insurance and booking requirements. The June 2026 expansion added Shenzhen, Foshan, Dongguan, Huizhou and Zhaoqing. Eligibility and successful application remain necessary; residence somewhere in the GBA does not create automatic vehicle access.
HKIA's automated car parks separately offer Park & Fly for qualifying air transfers and Park & Visit for parking followed by Hong Kong immigration and a SKYTOPIA visit. Parking arrangements do not authorise the vehicle to circulate in urban Hong Kong. Passenger admission and parking eligibility also require their own checks.
Complete the journey step by step
- Choose the arrangement and read its official application page rather than relying on Southbound branding. Urban designated drivers must meet document requirements and hold both a PRC licence and a Hong Kong Full Driving Licence covering private cars. The owner's position differs if the owner will not be a designated driver.
- Apply through the mainland system and follow email instructions for inspection, Hong Kong contact-address evidence, insurance and permits, observing deadlines and checking spam folders. Winning a ballot, receipt of an application or approval at one stage is not the complete authorisation from both jurisdictions needed for the trip.
- After all approvals, complete the required travel-date booking and check drivers, plates and valid insurance. TD specifies a maximum of three calendar days per urban-scheme trip, counting entry and departure days, with return to Guangdong via the bridge as required. Passengers' own immigration stay must be checked separately.
- Before departure, study left-side traffic, junctions, parking and tunnel payment and confirm HKeToll and permit-display requirements. For automated parking, follow the reservation and vehicle-handover procedure. Do not drive beyond the permitted facility route in search of an urban car park merely because the passengers are allowed to enter Hong Kong.
Restrictions that are easy to miss
The application-processing cap and travel-booking quota are different numbers and may change. A figure in the application guide is not a promise of an available journey. An intermediary cannot replace official approval, and paying inspection or insurance costs does not guarantee that all subsequent stages will succeed.
Do not mix urban Southbound Travel, regular cross-boundary quotas and airport parking arrangements. For weather delay, follow TD's specific conditions and keep the permit and insurance valid. Any discretion concerning the vehicle does not automatically extend the driver or passengers' immigration stay in Hong Kong.
Prepare a workable itinerary
A Dongguan owner heading to a Kowloon hotel checks the urban scheme, both licences for designated drivers, approvals and travel booking. If the aim is taking family to an HKIA flight, compare Park & Fly separately. Reserving a parking space does not authorise driving the vehicle to Kowloon.
Distinguish urban driving from parking and transfer, then travel only after the complete required approvals.
