Navigation and work apps can lead to several mounted screens. The new placement rules need their own check, while compliant mounting does not authorise distracted use or resolve the separate restrictions on handling devices.
Evidence to keep
Current position and effective dates
From 25 January 2026, the requirements regulate mobile telecommunications devices placed forward of the driver's seat with a screen visible to the driver: no more than two devices, with each visible screen's diagonal length not exceeding 19 cm. Phones, tablets, and laptops can be covered; distributing work apps across screens does not remove them from the count.
Devices must not obstruct the view of the road, traffic, or the mirrors, devices, and monitors used for indirect vision. The rules exclude devices being used by passengers only, but evaluate the actual position and use rather than treating a passenger's ownership label as a complete exemption.
What to check and prepare now
- While safely parked, count the relevant visible screens from the driver's position and measure each diagonal. Record the arrangement for your own review so a later shift or replacement device can be checked against the same requirements.
- Inspect windscreen, dashboard, and mount positions for obstruction of road or mirror views. After repositioning, check again from the normal driving position rather than judging only from outside the car or an unusually raised seat position.
- Set the destination and work flow before departure. For a change, ask a passenger for appropriate help or stop in a suitable safe place before operating the device. Do not adjust mounts or measure screens while the vehicle is moving.
A practical example
Two small phones may still breach placement requirements if they obstruct the road or mirrors. One oversized tablet is not automatically acceptable because the count is low. At a work-vehicle handover, include devices left by the earlier driver and inspect each screen's actual visibility and use before departing.
Scope, exceptions, and common confusion
Placement and use are separate questions. Hand-held use, holding equipment between head and shoulder, watching video, and reading messages require attention to the current use and driving rules. A compliant screen size is not a reason to read or type while driving.
Count, measure, and check visibility before driving; keep attention on the road.
