The 1823 guidance revised on 3 September 2026 states that private cars manufactured in 2019 or earlier require examination before renewal. A 2020-manufactured car requires examination for a licence effective on or after 1 January 2027. Use manufacture year, not the date first registered in Hong Kong or purchased second-hand. Private cars are examined at TD's designated car and light-goods-vehicle testing centres, which differ from government-centre arrangements for other classes.
What to do, step by step
- Check the registration document and intended licence start date, especially a year-end renewal extending into the next year. If particulars are unclear, ask TD rather than estimating from appearance or the model's marketing year.
- Book a centre from the official designated list and confirm documents, current licence and charges. An ordinary garage service or informal inspection is not the roadworthiness certificate issued through the designated examination process.
- Prepare the vehicle according to the centre's instructions and have safety issues professionally repaired. Allow time for remedial work and re-examination if it fails instead of booking the first examination on the licence's last day.
- After passing, compare the certificate issue date with the new licence's effective date. Official guidance requires renewal within the four-month certificate window and validity on the new licence's start date before submitting the renewal.
Costs, timing, and things to check
A certificate issued on 1 January cannot support a licence beginning in May merely because the application was submitted in April. The official example limits it to a licence effective by 30 April. Examining too early can therefore create an unnecessary repeat.
An examination booking does not itself authorise driving an expired-licence vehicle to the centre. Check lawful transport or permit arrangements first. For successive four-month licences, confirm the official arrangements for reusing the certificate rather than ordering another examination automatically.
A practical example
A 2020-manufactured car is renewed for a licence starting in January 2027. The new-year examination requirement applies even if the owner submits the renewal application during December 2026, because the effective date matters.
