- Choose the legal category from the official eligibility page. Check whether the claim involves a person ordinarily residing in the Mainland who lacks the required Certificate of Entitlement. That situation cannot be resolved by submitting ROP145 to bypass the designated process.
- Prepare a category-specific index: identity, travel and current conditions plus residence evidence or birth and parental records. Follow certified-translation requirements and retain originals. Do not post the only original documents when the initial application calls for copies and later verification.
- Submit through the available online, postal or drop-in route while lawfully present and retain acknowledgement and the complete bundle. Follow instructions for further evidence. Parents or legal guardians handle applicable signatures and relationship evidence for minors rather than copying an adult application.
- After successful verification, applicants aged eleven or above follow instructions to apply in person for the permanent card at a Registration of Persons Office. Under-eleven foreign-travel-document holders can check the corresponding endorsement arrangements and confirm the treatment of their existing conditions of stay.
Costs, timing, and things to check
If verification is unfinished when existing permission approaches expiry, apply for the appropriate stay extension. An acknowledgement or a card appointment should not be treated as independent confirmation of unlimited stay while the underlying eligibility decision remains outstanding.
Birth certificates, permanent identity cards and HKSAR passports have different purposes and requirements. A parent's status at the relevant birth date can matter for a descent claim. Provide the historical status and supporting records rather than only the card held today.
A practical example
A seven-year applicant submits ROP145 and the applicable non-Chinese declaration, then supplies requested employer evidence for a missing year. They renew existing permission on time and arrange permanent-card registration separately after verification succeeds.
