Rehabus Dial-a-Ride is pre-booked point-to-point transport for people with mobility impairment who hold Hong Kong identity cards. Registration comes before a booking. Individual registration is available through the ICOMS website or app, or a downloaded form submitted by post. Required evidence includes the user's identity copy, qualifying mobility evidence and correspondence-address proof issued within three months. The registration page accepts specified professional certification or a valid disability registration card showing the relevant impairment. Keep a folder for the version actually submitted so that any missing-document enquiry can be answered without reconstructing the application.
What to do, step by step
- Read the permanent and non-permanent evidence requirements first; a non-permanent certificate must have been issued within the last six months and state validity. For an unusual or large wheelchair, include the optional photographs requested by the provider. Record the submission date and deal with missing evidence under the same application record.
- For four or fewer passengers, request the small-group service within three months before use through ICOMS or 2824 6500. Count every companion as a passenger. Write the entrance where a vehicle can safely collect the user, rather than merely naming a hospital or estate with several gates.
- Separate the appointment time from the desired arrival time, allowing for unloading, reaching the clinic and registration. Describe the return pickup independently. If treatment duration is uncertain, ask about changing the time, waiting and cancellation before selecting the return slot. A confirmed outward request does not establish a confirmed round trip.
- Check the booking status and confirmation, then recheck meeting point, companions and fare before travelling. Small-group bookings may be combined into a shared ride according to passenger numbers, times and locations. Give the booking reference to the day's companion. If the trip remains unconfirmed, arrange a feasible backup and alert the appointment unit early.
Costs, timing, and things to check
A registered account permits requests; it does not reserve a vehicle on the desired date. Dial-a-Ride, scheduled routes and feeder services address different needs, so ask separately about a recurring school or work journey. The provider links distinct fare, surcharge, companion-limit and half-fare rules. Read the relevant rule before relying on a discount, and budget for a backup if an essential trip cannot be allocated.
Explain practical needs such as whether the wheelchair folds, whether the passenger stays seated in it and whether a carer travels. Do not extend a transport booking into an assumed agreement to carry someone upstairs, provide clinical care or accompany them through consultation. Where a building or road obstructs pickup, resolve the usable meeting point with both the provider and venue.
A practical example
For example, a father has a 10 am appointment and travels with his daughter in one wheelchair. Their request specifies two passengers, remaining in the chair, arrival at the designated entrance by 9:30 am and a separate 1 pm return. The daughter checks whether both legs are confirmed and whether sharing affects arrival planning. If allocation is pending, she contacts the clinic about flexibility and checks a suitable wheelchair-taxi alternative instead of treating the submitted form as completed transport.
