Shenzhen police separates several licence transactions. This route is for first-time learners; a Hong Kong full-licence holder should check conversion before purchasing a beginner training package.
What to have ready
Before you start
A first Shenzhen licence is different from a checkpoint conversion service. Apply through the residence or stay route, confirming the Chinese Hong Kong resident or non-Chinese identity category and matching names and numbers across medical, photo and training records. Subject one covers traffic law, subject two manoeuvres, and subject three road driving plus safety knowledge. A C2 automatic entitlement does not establish C1 manual driving permission.
What to do, step by step
- Use Shenzhen police and the provincial portal to identify first issue and ask the school to check documents beforehand. Non-Chinese applicants should list passport, lawful stay documents and accommodation registration rather than submitting only a Hong Kong identity-card photo.
- Attend an appropriate driving-medical provider and verify upload and identity number. Check the school's registration, contracting entity, training site and payment account before relying on a sales representative's description.
- Schedule regular training using the complete trip from home to the training ground, not merely a sales office near Futian or Shenzhen North. Confirm car, instructor, hours and cancellation costs, and check registration through your own account.
- Arrange tests around eligible subjects, available dates and the confirmed venue, then book transport. C1 and C2 have different statutory minimum waits for road-test booking. A school cannot legitimately promise to bypass eligibility or guarantee a pass.
Costs, timing, and things to check
The Shenzhen menu separately lists Hong Kong exemption, ordinary overseas licences and restoration. A similarly named record-processing appointment is not confirmation that your first application is complete, and fabricated training hours are not an acceptable shortcut.
Recheck original documents and entry validity for each visit. For storms, transport problems or inability to attend, use the official cancellation process; absence can count as a failed examination and affect attempts.
A practical example
A learner from Hong Kong Island checks which training ground is practical every week. A Saturday sales consultation does not guarantee Saturday car availability. Put usable training times in the contract and book tests against the actual registered record.
Verify identity and the real training site, then use official registration and booking records.
