12123 is the mainland police traffic-service tool. Downloading it does not mean identity verification succeeded or a licence was issued. Start from the official platform and resolve record mismatches.
What to have ready
Before you start
Common transactions include test booking, cancellation, payment and licence replacement or renewal, while an electronic licence is issued against the holder's record. Hong Kong users need an accepted identity category matching vehicle-management data. An old permit, changed number or foreign passport may need official record correction first. Non-Chinese residents must not use another person's mainland identity category; functions available for their permit depend on official verification.
What to do, step by step
- Verify the application and service entry through Guangdong's official 122 platform. Register using your own device, number and verification messages. Do not let a school retain your password or create an account in another person's name.
- Match document category, number and name with the licence or accepted training record. For an outdated registered number, face-verification failure or mismatch, contact the official service with originals rather than creating inaccurate duplicate accounts.
- For tests, check city, subject, venue and allocation outcome, then look for final confirmation. Cancel within the prescribed period when unable to attend and verify the outcome. Payments should correspond to the confirmed transaction on your own record.
- A mainland licence holder can request the electronic version and check class, expiry and issued status. Dongguan's 2026 guide explains that missing stored photos require submission and review; uploading a selfie is not confirmation that the electronic licence has been granted.
Costs, timing, and things to check
Replacement and first issue are different services; expiry renewal commonly needs uploaded medical information first. If a transaction is unavailable, check eligibility and records instead of using a paid QR code to bypass controls.
An electronic mainland licence does not replace entry documents, cross-border vehicle approvals or the physical mainland licence required for Hong Kong direct issue. TD currently requires the physical card and hard-copy copies; prepare originals separately for that application.
A practical example
After renewing a permit, a learner sees an empty test record and asks the official service to compare old and new numbers with accepted registration. Book after correction, without using a relative's mainland identity or handing over verification codes.
Use your correct personal record and completion notices; app access does not remove every attendance requirement.
