Make the facts and amount actionable
The Consumer Council's 2026 reminder stresses product or service details, discount conditions and receipts. Record transaction date, time, location, amount and currency, explaining the difference between what was promised and delivered. Preserve original photographs and messages. For dining, identify the disputed charge; for hotels, separate room price and deposit; for a product, retain packaging and batch details. State a concrete requested remedy such as correcting the bill, replacement or repayment of a specified amount. A clear timeline helps the trader and complaint handler investigate more effectively than a general expression of dissatisfaction.
Approach the trader and then Macao's official channel
Send the issue to the actual contractual seller or payment recipient in writing and preserve its reply and deadline. The government complaint service updated in September 2026 lists +853 8988 9315, with messages outside office hours, and consumer@dsedt.gov.mo. Consumer Online provides complaint and enquiry functions. Use the official form for your name, contact details, trader name and address and facts, then keep the reference for follow-up. After returning to Hong Kong, maintain a reachable contact. Do not publish a complete identity document or card number while seeking help online.
Distinguish complaint handling, arbitration and payment disputes
The Council's July 2026 online mediation and arbitration service follows an unresolved Council conciliation and uses its identifier and prescribed process; the trader's participation is handled through the required consent procedure. Paper submission remains available. The centre provides free service for consumer disputes of MOP100,000 or below, with fees for larger cases. An ordinary complaint does not automatically produce an arbitration award. Visitors without an applicable online account should ask about the usable submission route. Card or wallet disputes are separate procedures with payment-provider deadlines; ask the provider how those interact with an ongoing consumer case.
Worked example: a duplicated souvenir charge
A traveller buys two souvenir boxes and sees two matching debits but only one receipt. They first check whether both charges have posted rather than remaining pending, then give the shop transaction times, references and the receipt, requesting an explanation and correction. If unresolved, they submit the organised evidence through Consumer Online and ask the payment provider about its dispute deadline. Receiving a case number or a shop assistant's promise is not the final outcome. They check the actual credited amount and, for a partial refund, identify the balance still disputed before following up on the same reference.
Use the identified trader, specific amount and original evidence, then confirm the remedy by its actual result.
