Changing your bank address does not update your electoral record. First registration and changes for geographical constituencies use REO-GC, with eligibility, residence evidence and the registration cycle requiring separate checks.

Check your record and eligibility first
Start from the Registration and Electoral Office's enquiry channel and check whether you already have a record. Choose a change rather than a new registration when appropriate. General geographical-constituency eligibility involves Hong Kong permanent residence, ordinarily residing in Hong Kong, the age rule, an identity document and absence of statutory disqualification. Someone approaching eighteen should check the official calculation for the relevant registration cycle. A permanent identity card alone does not settle every condition. This guide addresses an individual's geographical-constituency record; functional constituencies and Election Committee subsectors have their own qualifications. If living overseas or using an unusual residential arrangement, explain the circumstances to REO before signing a statement that assumes eligibility.
Match evidence to your actual residence
New registration and a registered-address change require address evidence under the official rules, normally issued within the preceding three months. Resolve a different name or address through the specified alternative arrangements; a co-resident's proof and the appropriate declaration may be relevant, rather than editing a bill. The exemption for authorised Housing Department rental occupants or registered Housing Society subsidised-housing residents depends on matching tenancy records, and does not automatically cover HOS or sold public-rental flats. Write block, floor and flat explicitly. A convenient mailing address is not a substitute for the actual principal residence. Keep the original file and submit a readable copy with the issuer and date visible, so missing details can be supplied without reconstructing the evidence.
Choose the form, sign and keep submission evidence
REO-GC serves both new geographical-constituency registration and changes, so complete the appropriate parts for your actual task. The official digitally signed route requires iAM Smart+ with signing enabled or an applicable personal digital certificate; downloaded forms also have official submission channels. Review every page, signature and attachment before using a channel listed by REO. The simplified service for an email update should not be mistaken for an address change. Record the submission date, reference, contents provided and any outstanding documents. Annual deadlines affect which register can incorporate an application. Submitting today does not, by itself, establish eligibility for a particular election. Check the announcement for the relevant year rather than reusing a deadline from an older campaign poster.
Confirm completion and the actual registered details
REO issues postal notices when changes are completed and may also send SMS or email where those details were provided. Use its official enquiry channel again to verify the name and address actually recorded. A successful upload establishes delivery of documents, rather than completed vetting or inclusion in the applicable final register. Reply to a checking letter using the deadline and evidence specified in that letter, even if you previously submitted a form. For a household move, each adult checks and signs their own record and keeps their own reference: one person's completion does not update everyone else. If information remains inconsistent, contact the REO hotline on 2891 1001 with your earlier submission evidence and ask what still needs correction.
Use the actual principal residence, keep both submission and completion evidence, and check the applicable final register.
