Hong Kong's Drug Office explains that reasonable quantities of pharmaceutical products in accompanied baggage for the traveller's own use may be exempt from general import licensing, while other laws separately control dangerous drugs, antibiotics and particular products. Mainland customs prohibited and restricted categories are another system; Macao requires its own authority check. Personal use, a Hong Kong prescription, or a natural or herbal label does not establish unrestricted carriage of every medicine.
What to do, step by step
- Ask the clinician or pharmacist for names, active ingredients, dose and treatment needs beforehand, retaining clear labels. Check combination cold, pain or sedative products by ingredient rather than brand alone.
- Ask the relevant customs and medicine authority for the actual destination. For controlled ingredients, enquire about permission, prescription and quantity documents, naming the product in writing rather than relying on another traveller's experience.
- Carry labelled original packaging and formal prescription or medical evidence, storing it as advised. Liquids, needles, cooling equipment and batteries also require transport-security checks beyond customs.
- For a new prescription or purchase brought back, check Hong Kong import rules and genuine personal use, retaining receipts and ingredients. Have a clinician compare existing treatment rather than independently adding, replacing or sharing medicines.
Costs, timing, and things to check
Carrying for someone else, posting, separate shipment or bulk purchase does not automatically fit accompanied personal-use exemptions. Where treatment must continue, resolve permission or supply problems with clinicians rather than stopping independently.
Overseas purchases can involve ingredient, registration or counterfeit concerns. Explain uncertainties truthfully to the responsible officers; declaration itself does not replace a required licence or permission.
A practical example
An older traveller takes regular medicine and a newly purchased sedative to Shenzhen. Check ingredients and controls with authorities and clinicians instead of leaving only an unlabelled pill box. Retain new prescriptions for the Hong Kong review.
