The 2026 eHealth update describes requesting the past three years of electronic records and authorising designated GBA institutions to access them, alongside functions for institutions to deposit cross-boundary records in the Personal Folder. Application, QR-code authorisation, participating-provider status and record deposit are separate steps. Do not assume every mainland hospital shares instantly with every Hong Kong clinician. Retain summaries and original reports and arrange appropriate follow-up.
What to do, step by step
- Before departure, ask the Hong Kong clinician what follow-up information is needed and organise allergies, current medication and key history. Confirm identity, appointment, charges and eHealth functions with the mainland institution before the visit.
- Apply and authorise under eHealth's instructions, checking designated-institution participation. Confirm reading Hong Kong records separately from depositing mainland reports; an authorisation code alone does not prove records have been returned.
- Before leaving, obtain the clinical summary, prescription, laboratory and imaging reports, asking about image files and formats. Keep itemised service, date and payer receipts, checking insurance or voucher requirements separately.
- At the Hong Kong appointment, have the clinician reconcile names, ingredients, doses and existing treatment. Request missing records from the original provider rather than independently combining prescriptions or changing medication.
Costs, timing, and things to check
Healthcare vouchers apply within their scheme, designated institutions and service scope, not to every mainland medical bill. Check the current list, patient eligibility and balance, then request a clear charge breakdown.
For an emergency or deterioration, seek nearby care rather than waiting for a cross-border appointment. Insurance follow-up can have its own deadline. Records on a phone do not establish completed claims or clinical handover.
A practical example
After Shenzhen investigations, obtain the requested image format and prescription, confirming any Personal Folder deposit. The original Hong Kong clinician can then review results and medicines rather than relying on a verbal 'normal report'.
Plan the return handover before travelling, completing authorisation, record transfer and follow-up separately.
