Before you start
From 3 April 2026, the government's concession uses a $2 fare when the applicable adult Octopus fare is $10 or below, and 20% when it exceeds $10, rounded to the nearest ten cents. A lower applicable fare below $2 is preserved. Residents aged 60 or above use JoyYou; qualifying disabled people below 60 use the appropriate personalised disability-status Octopus. For planning, keep three checks together: the traveller's eligibility, the card actually being used and the specific covered service. Repeating the scheme's old nickname cannot settle any of these checks.
What to do, step by step
- HKID holders aged 60 or above, or reaching 60 within three months, can apply through the Octopus App or official postal form. Prepare the accepted Smart Identity Card, a recent colour passport photograph and Hong Kong correspondence address. If exempt from the valid Smart Identity Card requirement, follow the provider's postal route with the exemption evidence. Check the date before applying early; advance application does not give the age-60 concession before the birthday.
- The first application fee is government subsidised, but the new card still needs value. Its first reload must exceed HK$50, of which HK$50 is the refundable deposit: a HK$200 reload leaves HK$150 usable. Octopus says no separate activation is required. Retain the reference and missing-document notices. While waiting, budget travel according to the card you actually have rather than assuming an application changes another card's status.
- Check service coverage before departure. LWB lists domestic MTR services but excludes Airport Express, the specified East Rail border and Racecourse journeys and First Class. Franchised buses also have excluded categories, including airport A and NA routes. Red minibuses, kaitos and residents' services require approved routes. Consult the route information for the exact journey instead of inferring coverage from a familiar operator or vehicle colour.
- Calculate using the adult Octopus fare applicable to that service: a covered HK$15 fare produces HK$3, while a HK$9 fare produces HK$2. Operator interchange discounts or section rebates can affect the calculation, so read the relevant instructions, including any second tap for a rebate. If a deduction seems wrong, retain route, time and the same card's transaction record for an official enquiry.
Costs, timing, and things to check
JoyYou is personal and its name and photograph support eligibility checks; do not lend it to a companion. Below 60, the official disability route covers CSSA recipients with 100% disabilities and Disability Allowance recipients, rather than everyone holding a general disability registration card. Existing holders do not need another application merely on turning 65, and duplicate applications can disrupt processing. Keep the holder's current reference and card information together. If lost, use the official reporting route and check replacement charges, because the first-application subsidy does not automatically cover replacement.
Octopus describes mailing within four weeks of a complete application and advises calling 2266 2222 if the card has not arrived ten days after its dispatch SMS. A family helper should let the holder confirm details and control submission. Keep screenshots of your own application record, then return to the official site or hotline for clarification if an unexpected message demands action.
A practical example
A 63-year-old mother plans a covered bus with an adult Octopus fare of HK$15, followed by MTR. Her daughter confirms the mother's JoyYou and available value, budgets HK$3 for the bus and checks the second leg using its applicable fare after any operator discount. She does not label the whole return outing HK$4. When the next trip uses an airport A route, she checks its own fare separately. Holding the right card does not add an excluded service to the scheme.
