Online shops, social-media orders and home-based services can involve different registration and operating requirements. Describe the product, production or storage location, payment and delivery so the responsible authority can identify the applicable route. Small quantities or the absence of a shop do not alone establish an exemption.
What to have ready
Describe the business on one page
List the seller, product, customers, production and storage location, ordering channel and payment route. Sole-proprietorship or partnership businesses generally apply for business registration within one month of commencement, with exemptions and whether an activity constitutes business requiring the applicable check. Incorporation is a separate process. An online account name is not necessarily the legal operator's name; identify the actual business on customer documents so responsibility for delivery and follow-up is clear.
Use the Business Licence Information Service to identify relevant controls, then confirm with the responsible department. Check lease, building and use restrictions separately; business registration does not establish permission to cook, manufacture, receive customers or store large quantities at home. For food, specify whether it is made, resold, pre-packaged or restricted. Before confirming suitable premises, avoid committing to large equipment purchases or a delivery contract that assumes the proposed operation is already permissible.
Build one complete order workflow
For example, a seller of non-food handmade items can create an order template with product, quantity, price, delivery, unavailable-stock and refund arrangements, then test the workflow using fictional details. This is an operating method rather than legal or platform approval. Preserve confirmation, delivery and refund records for actual purchases. Collect only the customer information needed for the purpose, and do not place addresses and phone numbers in a public group to simplify fulfilment.
For controlled products, branded goods or mainland sourcing, check import, labelling, safety and rights requirements separately. A platform listing does not establish Hong Kong compliance, and personal consolidation is distinct from commercial declaration. Each month, organise sales, purchases, platform charges, freight and bank records with supporting evidence. Recheck the operating scope when hiring, renting a warehouse or opening premises; a home-based plan cannot answer every requirement of the expanded business.
Describe the operation, check registration and licensing, and establish orders and records before expanding.
