TD464 is the Disabled Person's Parking Permit application for a qualifying disabled driver. TD's FAQ specifies an appropriate full, learner's or probationary driving licence and ownership by the applicant, or a spouse who is also disabled. TD544 is instead the Parking Certificate for an owner carrying a person with qualifying lower-limb mobility disabilities, normally a relative. Non-relative applications require justification for special consideration. Identify the applicable route before collecting evidence. A disability diagnosis, family relationship or blue parking sign alone does not show that the driver has the particular authority being sought.
What to do, step by step
- Make a role sheet identifying applicant, disabled person, registered owner and driver. A disabled driver can ask the Driving Services Section about TD464; an adult child carrying a parent should examine TD544 and its TD545 notes. Match the requested evidence to that form instead of treating a Disability Allowance approval as a substitute for every transport assessment.
- For TD464, check the identity copy, driving and vehicle details, declaration about assessment approval and modification examination certificate where applicable. Read every declaration before signing. If a required driving assessment has not been completed, ask about that process first. Keep the assessment correspondence with the permit file so that future vehicle changes can be discussed accurately.
- The official forms page offers electronic applications requiring iAM Smart+ signing or a Digital Certificate. For paper submission, follow the address and receiving office on the selected form: TD464 and TD544 have different handling arrangements. Recheck the current destination before posting. A downloadable form does not mean any government counter can receive it, and an electronic login without signing capability may be insufficient.
- Once approved, read the vehicle, validity and conditions, then ask the intended car park which spaces and presentation method apply. TD describes metered or pay-and-display exemptions and half-rate designated spaces in its government multi-storey car parks for permit holders. TD544 does not confer the disabled-driver concessions. Neither document should be used to assume unrestricted stopping or permission to occupy a reserved space without meeting its conditions.
Costs, timing, and things to check
Private malls, estates and car parks operated by other departments can have different arrangements. Ask the operator directly before budgeting a concession. Retain the valid document while avoiding public circulation of full identity details. For vehicle replacement, expiry or changed particulars, check the relevant amendment or renewal procedure before assuming the existing document follows the new vehicle or remains usable indefinitely.
A medical condition affecting driving also raises TD notification and assessment requirements; a parking application does not replace them. An owner carrying a relative should use designated spaces only within the certificate's conditions, rather than converting the relative's document into a personal shopping benefit. A short list of regular car parks, entrances and presentation procedures helps the household apply the correct rule each time.
A practical example
A daughter owns and drives the car used to carry her father with lower-limb mobility difficulties. She checks TD544, prepares ownership and relationship details and the medical evidence that its form requires. She does not apply as a disabled driver under TD464. After approval, she asks the hospital car park whether and how it accepts the certificate. She separately identifies a lawful pickup point, because a parking document does not allow waiting on a restricted roadside outside the hospital.
