An invitation, business endorsement or employer reimbursement is not Hong Kong employment approval. Describe what will actually be done each day before checking permission, rather than discovering the visitor limit after arriving at the venue.
What to have ready
Understand the arrangements before leaving
Immigration states that ordinary visitor conditions prohibit paid or unpaid employment, establishing or joining a business, and becoming a student at a school, university or other educational institution. These are conditions of stay. A one-day duration, mainland payroll or a friend's invitation does not automatically remove them.
Certain business activities, such as contract negotiation, product orientation and short business meetings, can be permissible for visitors according to their actual nature. Exhibiting does not authorise personally building booths or directly selling goods or supplying services to the public. Designated short-term facilitation schemes have separate host and activity conditions.
Complete the journey step by step
- Specify whether the plan involves negotiation, observation, selling, construction, training, an internship, classes or speaking, including payment, deliverables and supervision. Broad labels such as business or volunteer are insufficient to determine whether the real activity amounts to employment or another restricted activity under the relevant conditions.
- Compare the proposed work with Immigration's permissible-activities guidance and FAQ, and verify the host's actual eligibility if a facilitation scheme is claimed. If employment, study or training approval may be required, establish the applicable route first. Do not begin on an ordinary tourism arrangement while hoping to regularise the position later.
- Prepare the appropriate approval with the relevant employer, institution or host through official procedures, and check the mainland endorsement where applicable. Hong Kong permission and mainland exit documents are separate requirements. Company registration, event enrolment or a paid invoice does not itself grant the individual's right to work in Hong Kong.
- After approval, follow its actual scope, start date, employer or institution and conditions. Recheck if the itinerary gains new activities. A successful interview or last-minute request to help does not authorise starting a shift, constructing a booth or taking payments before confirming that the permission covers the activity.
Restrictions that are easy to miss
Unpaid does not make every job permissible; the visitor employment restriction expressly includes unpaid work. Conversely, short business meetings and qualifying speaking activities have specific permitted arrangements. Assess the activity accurately rather than treating every business contact as illegal employment or every unpaid task as automatically allowed.
For a Hong Kong identity-card holder, actual stay and employment conditions still matter; the card alone should not be used to infer every right. Changing employer, extending a stay or starting a course may need further action. An acknowledgement of a pending application is not the approval being sought.
Prepare a workable itinerary
A Foshan exhibitor separates negotiations and product promotion from personally constructing the stand or selling and packing goods for the public. The latter tasks need lawfully employable staff and the appropriate arrangements. A business endorsement and organiser's invitation do not combine every task into a permitted visitor activity.
Check permission by the actual activity; business endorsement, unpaid work and short duration are not general employment exemptions.
