Understand the arrangements before leaving
Customs guidance describes an import-licensing exemption for certain medicines in accompanied baggage in reasonable quantities for personal use. Antibiotics, poisons and dangerous drugs remain subject to relevant controls. A reasonable quantity is not approval for every ingredient, and a prescription does not automatically replace every required authorisation.
The same ingredient can have different classifications across jurisdictions. Being non-prescription or available online does not establish unrestricted import into Hong Kong. Drug Office licensing enquiries should identify the ingredient, strength, quantity, purpose and itinerary so the answer addresses the actual medicine, not merely a similar brand.
Complete the journey step by step
- List the proper name, active ingredient, strength and instructions for each medicine and ask the clinician for a usable summary. Avoid mixing different products in unlabelled bags. Keep packaging and prescriptions to support identification rather than expecting staff to recognise a pill by its appearance.
- Check Customs and Drug Office requirements and ask in advance whether a controlled ingredient requires permission or other documents. Prepare a quantity related to the actual treatment. Do not carry a large supply for others or treat passenger baggage as a way to bypass requirements for commercial transport.
- Pack for the medicine's storage needs and the transport baggage rules, keeping essential treatment in an appropriate accessible place. Check needles, liquids or cooling arrangements with the operator separately. A prescription does not automatically waive aviation security, railway restrictions or the handling requirements for every associated item.
- If unsure about declaration, ask Customs or use the appropriate declaration channel and present the documentation accurately. Before returning to the mainland or Macao, check that jurisdiction's medicine-import requirements too. Availability in a Hong Kong shop does not establish unrestricted permission to carry it into another jurisdiction.
