For a family visit, make one document checklist per person before arranging pushchairs, accommodation, clearance meeting points and the return. A parent's permit does not establish that the child can travel.

Understand the arrangements before leaving
Mainland children also need their own applicable Exit-Entry Permit and Hong Kong endorsement. NIA specifies accompaniment, guardianship evidence and authorisation requirements for applicants under sixteen. Follow the official first-application checklist rather than assuming a school identity card or a parent's document will suffice.
High-speed child and free-child arrangements depend on age on the travel date and seating, and identification details are still needed. MTR currently lists child tickets for ages six to under fourteen. An adult aged eighteen or above can take one under-six child without a separate seat free; additional children or separate seats follow the ticket rules.
Complete the journey step by step
- Record each child's age, nationality and residence status and check their own document and endorsement. Foreign-national or Macao-resident children need the arrangements appropriate to their status. Do not copy the mainland adult's checklist to every child merely because they travel together in the same family.
- For a first application or non-parent accompaniment, check the issuing authority's and destination's requirements for guardianship, relationship and authorisation. A birth certificate supports the relationship but is not a travel document. Establish requirements for originals, copies and translations before the group reaches the application counter or boundary.
- Book using age on the travel date, registering free children as required and agreeing seating and adult supervision. Check hotel occupancy, extra beds and other child arrangements separately. A high-speed child-ticket definition does not automatically set the rules for accommodation or every local transport service in Hong Kong.
- Before clearance, assign an adult to documents and another clear responsibility for each child, with contacts and a meeting point. Plan food, toilets, medicines and a realistic return margin. If the group uses different staffed channels, do not leave a child waiting alone at an exit or boarding area.
Restrictions that are easy to miss
Free child travel does not remove clearance or document requirements and does not permit borrowing an adult's identity. Ticketing and immigration are separate. A child with documents but missing ticket registration, or with a booking but missing an endorsement, can still have an unresolved travel problem.
A photograph or school card should not be treated as the original permit, and being a family does not replace the applicable rules. If a child becomes unwell, adjust the itinerary around care needs and check medical, travel and document arrangements separately rather than forcing the original sightseeing schedule.
Prepare a workable itinerary
Two Guangzhou adults travelling with children aged five and nine check all four permits and endorsements. The under-six child is registered under the free-no-seat arrangement if appropriate; the nine-year-old needs a child ticket. Octopus and hotel eligibility are checked independently rather than importing the high-speed age definitions.
Check each person's documents independently; free child travel still has identification and immigration requirements.
