A first C1 or C2 licence in Zhuhai follows national identity, medical, learning and examination rules. Hengqin Public Security announced a theory venue opening on 8 December 2025 for small-vehicle subject one, booked by selecting the venue in 12123. This does not establish manoeuvre or road tests at the same site. First issue and eligible Hong Kong full-licence conversion are also different transactions.
What to do, step by step
- Use Zhuhai's provincial portal to identify first issue and its authority, checking Chinese or non-Chinese Hong Kong document requirements locally. Match accommodation, entry and identity details; a bridge bus ticket is not proof of the required residence record.
- Visit the actual training ground and check registration, vehicle class, instructor availability and refund terms. Budget the connection from Zhuhai's road port; Xiangzhou, Jinwan and Doumen cannot be treated as one walkable location.
- After medical and registration, check your own 12123 record. If selecting Hengqin for theory, use the current official venue details. Arrange test-day travel after confirmed booking and required payment, not on a school's proposed date.
- Plan training around separate manoeuvre and road-test confirmations, allowing for port security, immigration and local connections. Arrange Hong Kong return travel after the examination. Cancel officially when unable to attend rather than relying only on an instructor's promise.
Costs, timing, and things to check
Hengqin arrangements for Macao conversion do not automatically apply to a Hong Kong beginner. Check vehicle class, available test language and identity acceptance separately, particularly for foreign nationals or holders of the non-Chinese permit.
A theory venue near a port does not shorten statutory learning, examination waits or probation rules. Rental eligibility and taking a Hong Kong vehicle across the border have their own conditions; a passenger bridge trip establishes neither.
A practical example
A Hong Kong learner registers for C2 in Zhuhai, with theory in Hengqin and weekly training in another district. Budget all three locations and arrange accommodation after official allocation instead of assuming a port-side advertisement offers same-day completion.
