TID explains Hong Kong charges no general import or export tariff while certain goods require licensing or controls for safety or health. Free-port policy does not mean absence of rules; dutiable commodities and controlled articles need separate checking. A low-value personal transaction does not universally exempt import requirements.
The January 2026 government reply confirms controls apply to online shopping, post, purchasing agents and consolidated consignments. A parcel forwarded from a mainland warehouse must still enter lawfully. Who declares and supplies documents depends on goods, arrangement and authority requirements, not an assumption that logistics resolves every responsibility.
A practical sequence
- List contents and quantities before buying and check relevant food, medicine, plant, animal, radio and alcohol or tobacco rules separately. Seller dispatch capability is not evidence of Hong Kong acceptance.
- Verify with the Hong Kong authority and carrier separately. Where prior permission is needed, obtain it first; inspection does not guarantee that producing a paper after arrival secures release.
- Declare contents and value accurately under the formal process and keep invoices. Do not undervalue, remove branding or split parcels to evade checks; use consistent accurate information for forwarding.
- For examination or missing evidence, ask the official carrier or authority using tracking and verify fee notices. Storage, delivery, declaration service and government charges differ; ask for itemisation rather than paying a stranger's guaranteed-clearance fee.
A record or question to use
A check sheet can list contents, control category, authority, required evidence, carrier confirmation, invoice and true value, and official exception contact. Stop and ask about uncertain contents; an outer-box label saying household goods is not a complete customs description.
Limits and where to seek help
Goods and commercial or personal arrangements have different declaration and permission conditions; this guide does not apply one allowance to all parcels. Mainland returns have destination rules too. Lawful refusal or seizure differs from a product-quality refund and needs the appropriate formal process and platform-rights check.
A free port still controls goods: check permissions against actual contents before shipping.
