Current support and whom it serves
RCSV serves eligible older people assessed under SWD's standard mechanism for residential care and waiting for care-and-attention or nursing-home places on the Central Waiting List. SWD invites batches by waiting-list application dates, then invited users apply. Choosing a private home alone does not require government payment.
From 1 April 2026 values are HK$17,015 monthly for care-and-attention and HK$21,982 for nursing-home places, covering a standard package. Individual means assessment determines co-payment and extra services or room choices may cost more. The value is not equal cash paid to each person or proof of a suitable bed at every home.
Enquire, apply and follow up
- Without assessment, approach a family, medical or elderly worker with daily-living and nursing needs and current care. Confirm central waiting and voucher entry; an online form alone does not establish waiting-list inclusion.
- After invitation, submit through the voucher office or official VISE route with financial evidence, asking how existing CSSA or support interacts. Do not independently stop existing benefits or assume every payment can continue together.
- Use the current recognised-provider list and verify care category, vacancy and package. Ask separately about room, consumables, medical care, transport and extras and obtain the written total and departure or refund terms.
- Check approved contribution, validity and admission date and keep contract and bills, reporting required financial or care changes. Trial and switching arrangements have procedures; check with the worker and voucher office before changing homes.
Limits and other arrangements
The voucher is one route; subsidised places, CSSA and self-financed care have separate eligibility and payment rules. Licensing does not prove scheme membership, and membership does not establish that every bed is available at the voucher value.
Processing depends on complete evidence and complexity rather than a guaranteed decision date. Ask separately about respite for immediate care gaps instead of waiting solely for a long-term voucher application to resolve current needs.

After assessment and waiting-list inclusion, the family checks the invited contribution and compares rooms and extras at two recognised homes. The budget records actual personal payment, not voucher value as bank cash, and confirms departure refunds before signing.
