The Qualifications Register, administered by HKCAAVQ, provides information about qualifications recognised under Hong Kong's Qualifications Framework. Match the learning-programme title, qualification title, operator, granting body and registration number rather than searching only for a generic word such as diploma. Registration validity describes the period during which the qualification is registered on the QR. If the intended intake is close to an end date, seek clarification about that cohort from the operator and QR authority. QF level and credits describe particular aspects of a qualification; they do not make every same-level course interchangeable for professional licensing, admission or credit transfer.
What to do, step by step
- Ask the provider for the complete official title, QR registration number, awarding body and intake year. Search the official register by title or operator, checking both Chinese and English names where useful. An advertising brand may differ from the registered operator. If the first search fails, clarify the legal name and award before deciding whether the provider's recognition claim is supported by a particular record.
- Compare the record with the enrolment and fee documents and save the record with the checking date. Confirm that the advertised delivery arrangement and intended award correspond to it. Where names, operators or dates differ, request a written explanation and the applicable registration. A screenshot cropped to show only a QF logo or level cannot resolve whether you are buying the same programme and qualification.
- For further study, licensing or funding, send the exact award and intake details to the organisation that will decide acceptance. Check CEF's reimbursable-course list separately if that is the planned source of support. Ask the receiving institution about module exemptions and credit transfer rather than inferring them from a QF level. Keep the written response beside the QR record so the reason for selecting the course remains clear.
Costs, timing, and things to check
Checking registration does not settle tuition, reassessment or withdrawal costs. Obtain the full fee and refund schedule for your intake. If the provider says registration will be completed later, ask what evidence exists now and how a failure to complete it affects the offer and payments. Keep unresolved items visible in the comparison rather than treating a future intention as an existing register entry.
Avoid combining school registration, non-local course registration, QF recognition and a specific employer's acceptance into one claim. If a record cannot be located, ask the operator and QR authority to clarify the position. Record the actual answer without declaring an award invalid merely from a failed search, or supplying an acceptance promise that the advertisement and receiving organisation have never made.
A practical example
Two advertisements both state QF Level 4. A learner compares operators, award titles and registration periods, then asks the target higher-diploma provider about acceptance and required results. One advertisement offers only a cropped QR screenshot, so the learner obtains the full record and enrolment documents before deciding. The comparison now addresses the intended progression route, not just the shared level number.
