Current support and whom it serves
The Housing Authority scheme helps PRH tenants and relevant interim-housing licensees facing temporary hardship, with 25% or 50% reductions if eligible. Tables effective from 1 April 2026 depend on household type and size and rent-to-income criteria, rather than one income figure copied from the internet.
Other conditions concern Hong Kong domestic property, allocation standards and receipt of CSSA rent allowance. Newer blocks generally have a two-year residence requirement with relevant exceptions. Requirements to move after prolonged assistance also have elderly and disabled-member exemptions; the estate office should check the whole case.
Enquire, apply and follow up
- Get the current form and list from your own estate office, stating when employment or income changed. Check the applicable branch; private tenants cannot use PRH assistance as a general rent subsidy.
- Supply required household earnings, bank and other evidence, including irregular income. Check the treatment of recent months and annual payments rather than omitting cash earnings or bonuses from your declaration.
- Clarify rent-to-income, residence and exception rules and retain the submission receipt. Follow formal payment instructions while awaiting a decision; filing does not authorise paying a reduced amount before approval.
- Record the reduction, effective date and review period and report required changes. For continuing help or renewal, ask the estate office about the next step and any exemption from an applicable relocation requirement.
Limits and other arrangements
A rent reduction is not a cash benefit or automatic cancellation of arrears. CSSA rent allowance and rent assistance have overlap restrictions. Disclose existing support rather than assuming two programmes can cover the same month's rent.
Seek family-service help for other living difficulties alongside this enquiry, while a referral does not alter estate eligibility. Complete evidence supports assessment without guaranteeing the same reduction on renewal or a fixed decision date.
A usable example
A household with irregular earnings brings recent receipts, annual bonuses and rent records to ask which table and residence rule apply. It changes payment after the approved effective date and asks separately about arrears instead of stopping rent.
After approval: reconcile the decision, rent account and income changes
Once a RAS decision arrives, record the effective, end and review dates as well as the reduction and reporting duties stated in the notice. Ask the estate how the adjustment will appear on the rent account. Arrears, payments already made and a newly approved reduction are different entries; do not apply the percentage to every historical charge and deduct the result yourself.
- Make a period-by-period sheet showing ordinary rent, the approved period, expected adjustment, account entry and payments. If the first account does not reconcile, send the decision and payment evidence to the estate for clarification. Follow formal payment instructions rather than replacing the account amount with your own calculated net figure while the query remains unresolved.
- For irregular earnings, a bonus or household changes, check when and with which evidence the decision requires reporting. Record the change date, report date and reply separately and ask how it affects the remaining approved period. An initial assessment does not mean later changes can be ignored or that a previously calculated reduction necessarily continues unchanged.
- For continued assistance, enquire early about reassessment and any cheaper-accommodation arrangement and ask the estate to explain exemptions against the whole household. The elderly-household category does not simply mean one older member is present, and ordinary PRH eligibility does not replace the RAS tests. Retain income, residence and review records together so later enquiries use consistent facts.
Worked example: follow up when income recovers
After a temporary reduction, one household member finds part-time work. The family records the start, actual receipts and reporting date, compares the notice with the next rent account and asks whether reassessment is required. Existing arrears are handled under separate instructions. It neither keeps paying less indefinitely under the old approval nor omits new income because the calculation is unclear.
