As checked on 2 October 2026, dogs and cats imported from the Mainland to Hong Kong use Group IIIA and require at least thirty days of quarantine even when all requirements are met. An animal originally kept in Hong Kong must not be assumed eligible for immediate home return. Mainland entry allows one dog or cat per person per entry and requires an ISO microchip, valid rabies documentation and the required health certificate. Prepare the Hong Kong return and Mainland entry documentation as separate processes.
What to do, step by step
- First confirm the proposed return date, quarantine reception and Special Permit with AFCD. If a short weekend does not make sense with a minimum thirty-day quarantine, consider dependable care at home. Do not cross first and assume an exemption can be arranged retrospectively because the visit was brief.
- Arrange the registered vet's certificate using AFCD's Mainland-export checklist. It must be issued within fourteen days before Mainland entry. The prescribed animal description, implanted-chip details, examination date and findings need accurate completion; alterations to the specified information invalidate the certificate.
- Obtain AFCD endorsement in person with rabies records, dog licence where relevant and the application and declaration documents. Separately confirm the checkpoint, animal declaration, carrier, container and reception requirements with Mainland Customs and the transporter. Human immigration opening hours do not establish animal acceptance.
- Before returning, obtain the prescribed Group IIIA government veterinary certification and required antibody-test evidence. Follow the Special Permit's entry point and timing. AFCD lists Mainland land-entry animal service between 9 am and 5 pm; reconfirm the arrangements for the actual journey rather than relying on a checkpoint's longer passenger hours.
Costs, timing, and things to check
A pet-friendly hotel does not establish acceptance by a train, bus or checkpoint transporter. Confirm the entire connection through to quarantine reception. Do not assume every cross-border taxi or booked vehicle can carry an animal simply because it can carry the owner.
Keep original health, vaccination, microchip and admission records and ensure they identify the same animal. Recheck after a destination or routing change. A friend's earlier successful journey does not replace the current group requirements, especially where the Hong Kong return classification has changed.
A practical example
An owner planning two nights in Shenzhen finds that the return requires minimum thirty-day quarantine and arranges a caregiver instead. Someone genuinely relocating for six months plans the future return timeline in advance and retains all chip and health records.
Resolve return quarantine and permission first, then arrange Mainland health documents and an accepted transport route.
