Pet export is not the purchase of a universal health certificate. Destination authorities, carriers and a future Hong Kong return can require different preparations; put them on one timeline.

AFCD offers an official health certificate, official certification of information and official endorsement of a registered vet's certificate. Select the service required by the destination; the three are not interchangeable. A private veterinary examination also differs from an official government examination. The latter is arranged when specifically required by the destination. Import permission, microchip, vaccinations, antibody testing or other timed preparations may precede the certificate, so the final paperwork should be the end of a planned process rather than its beginning.
What to do, step by step
- Obtain current requirements from the destination government and carrier, noting prescribed forms, signatory, entry point and validity. If the animal will return to Hong Kong, check its import group and preparations that must occur before export. Keep the written answers with the travel records.
- Review original microchip and vaccination records with a registered vet and work backwards to schedule tests, treatment and examination. A general Hong Kong certificate window does not replace the destination's specific rule. Recalculate the timeline when a flight changes rather than altering a date on an issued record.
- Apply in person using AFCD's prescribed form and pay the applicable fee. Bring the veterinary certificate, vaccination records, dog licence where relevant, import permit and supporting originals. Compare names, chip numbers and dates across documents before submission and ask the issuing professional to resolve errors properly.
- Where an official veterinary examination is required, book at least ten working days before the expected inspection. With complete compliant records, the official certificate normally takes two working days and endorsement or information certification one. Allow time for collection and the carrier's document check before departure.
Costs, timing, and things to check
Certificate validity is determined by the destination; do not treat a general ten-day reference as universal. Mainland certificates have specific restrictions on alterations that differ from general correction guidance. Obtain a properly issued replacement where necessary instead of assuming a handwritten amendment will be accepted.
Official endorsement is not a guarantee of destination admission or carrier acceptance. Hybrid cats and protected species can need additional ancestry or CITES evidence. Confirm transport and health documentation together, including who will receive the animal if the destination check requires further action.
A practical example
For a Monday departure, an owner books the vet within the destination's window and reserves working days for endorsement and collection. If the flight shifts to Tuesday, they reassess examination and certificate validity immediately instead of changing only the transport reservation.
Work backwards from destination requirements, checking return conditions and carrier acceptance in parallel.
