Current support and whom it serves
OAA serves eligible people aged 70 or above without a means test, at HK$1,675 monthly from 1 February 2026. OALA serves eligible people aged 65 or above who pass the means test, at HK$4,345 from that date. It cannot be received together with OAA, Disability Allowance or CSSA.
Residence history, continuous residence before application, residence while receiving and immigration status also matter, with excluded entrant categories. OALA checks single or applicable couple income and assets, including relevant overseas and joint assets. A low balance in one personal bank account does not establish that the means test is passed.
Enquire, apply and follow up
- List birth date, absences and existing benefits against SWD's current SSA rules. For Guangdong or Fujian residence, check that scheme separately rather than assuming a Hong Kong allowance can simply continue during any overseas residence.
- For OALA use limits effective from 1 February 2026 and official income-asset definitions, listing relevant overseas, joint and retirement interests. Ask the social-security field unit about uncertain items rather than concealing income or omitting transferred property.
- Apply through the field unit for the residence and ask about conversion if OAA or another allowance is already received. Friends or family can assist or use authorised arrangements, while SWD still verifies the applicant's eligibility.
- Keep the result and commencement date and report required financial, marital, address or absence changes, responding to reviews on time. Receiving OAA at 70 does not automatically upgrade it to OALA without the applicable assessment.
Limits and other arrangements
No OAA means test does not remove status or residence conditions, and age 65 alone does not qualify for OALA. Check one-off measures separately from regular monthly rates; this guide promises no unverified additional payment.
Someone aged 70 or above ineligible for OALA can ask about OAA, subject to its conditions. Medical waivers and care services have separate rules; selecting an allowance does not make all medical treatment or residential care free.
A usable example
A 72-year-old failing OALA's means test checks OAA's status and residence requirements, then can ask about OALA conversion if finances change. The household records the allowance actually received instead of budgeting both monthly rates simultaneously.
