Changing bank and telephone addresses does not update Transport Department licensing records. TD559 or the official online change service requires identity and new-address evidence, with submission and actual updating tracked separately.

Notify within 72 hours rather than waiting for renewal
A driving-licence holder or registered vehicle owner must notify the Transport Department within 72 hours of an address change. Work from the actual moving date instead of waiting for the next renewal or assuming that someone receiving mail at the old home removes the need. This task updates existing particulars; it is separate from renewal or replacement, and changes of name, identity document or other vehicle details can have additional original-document requirements. Record the old address, new residence, correspondence address and change date, then read the current TD559 notes or online service. Notification to another organisation does not inform TD. If already late, use the official route promptly and truthfully rather than entering an invented moving date to create an apparently timely record.
Prepare recent, complete evidence matching the new address
TD requires valid address evidence issued within the previous three months, with name, address and issue date legible. When residential and correspondence addresses differ, prepare the evidence required for each. If the document is in another person's name or your accommodation is unusual, check the accepted-proof list and ask the licensing office rather than cropping out a name or editing a bill. The Department does not update the record before receiving or verifying valid evidence. If it requires evidence within a specified fourteen-day period, comply with that notice; do not treat the provision as a universal grace period allowing everyone to submit late. Keep the original, uploaded version and any follow-up request together so you can establish that the evidence actually relates to the new address.
Use TD559 or the official online change service
Submit TD559 with identity and new-address evidence through the in-person, representative or postal channels listed on the current form, or use GovHK's official Change of Address service. The online route needs identity and evidence images in its accepted format; preserve the confirmation, while a paper route needs a complete signed copy and delivery record. An email preliminary-vetting facility is not a shortcut for formally lodging an address change, so follow the latest form's exclusions and submission instructions. An address update generally also changes relevant vehicle and driving-licence records held under the same identity-document number, but may not cover services in other TD teams. In GovHK, inspect the services actually selected instead of treating notified government as confirmation that every record changed automatically.
Distinguish portal email from licensing contact details
The e-Licensing Portal's account email is for communication with that portal and is not necessarily the electronic contact means registered in licensing records. Follow the official FAQ into the address and electronic-contact change service; editing profile settings alone does not establish completion of the statutory notification. Keep the reference and requests for further evidence, then check the address actually recorded after the handling reply. For example, one person with a licence and two vehicles checks records under the same identity number and separately informs the insurer, parking service and other relevant organisations. If a renewal or document delivery is pending, ask the licensing office about the delivery address with submission evidence available. Mail forwarding assists delivery but does not replace updating licensing records.
