Budget accommodation can take several lawful forms. Identify the actual premises providing the stay; photographs, a platform badge or building name do not replace checking the exact licensed unit.
What to have ready
Before you start
The hotel-licensing regime generally covers premises offering paid sleeping accommodation for fewer than twenty-eight consecutive days, subject to the Authority's scope guidance. The official search provides name, address, licence expiry and room information. A list of pending applications is not a list of valid licences. Other licensed units in a building do not establish the status of the unit you are booking. Match the actual operator, floor, unit and stay dates before relying on a general building address or booking-platform listing.
What to do, step by step
- Request the complete accommodation name, address and licence number and use the Licensing Authority's search. Match the result against the reservation, rather than selecting a similar name. Resolve differences with the authority or provider before payment and keep the relevant record with the accepted booking conditions.
- Check occupancy, private or shared bathroom, window, lift and reception arrangements for the selected category. For a late arrival with luggage, obtain a reachable staff contact and the correct entrance. A door-lock photograph is not a complete check-in procedure, especially in a building with several accommodation providers.
- Use an official hotel page for a location comparison, such as ibis North Point's published 138 Java Road address and room categories. Check the actual property and dates even for a familiar chain. Compare matched total charges, deposits, tax and service charge rather than assuming a recognised brand establishes the cheapest option.
- Confirm that the recipient matches the booking channel and save room details, photographs, cancellation terms, payment and reference. If reassigned on arrival, check the replacement address, licence, facilities and charges before accepting. Record any agreement in writing so the original platform and accommodation provider share the same understanding.
Costs, timing, and things to check
Small guesthouses may fall within statutory accommodation-tax exemptions; do not add three percent universally or assume every guesthouse is exempt. Ask for the total and applicable basis, separating tax from charges imposed by the merchant. Licence status and tax treatment are different questions with different rules.
If the premises differ from the promise, document the situation safely and contact both provider and platform for a response. Consumer Council's 2026 cases illustrate the need to clarify responsibility in writing. A verbal refund promise is not evidence of the amount, authorising party or processing timetable.
A practical example
A listing gives only a Tsim Sha Tsui building. The traveller obtains floor, unit and licence details and checks the register. If moved to another floor on arrival, they verify the replacement and written arrangement instead of accepting solely because payment was already made.
Check the exact unit's valid licence, room and reception arrangements, then pay against a complete total.
