First small-car issue requires identity, medical, registration and relevant examination stages; Hong Kong licence conversion is a separate transaction. Guangzhou Public Security and the provincial portal provide service routes by authority. In June 2026 the transport bureau reported a revised local industry training-contract template with a seven-day registration cooling period, selectable contract duration and withdrawal refund calculation. That local template is not a universal mainland seven-day refund entitlement.
What to do, step by step
- Precheck the Hong Kong or foreign-national document list with Guangzhou's implementing authority and confirm the school can process your identity. A non-Chinese Hong Kong resident must use the actual entry or stay category, not a mainland-resident subservice.
- Compare training grounds, vehicle class and weekly availability. Ask which contract version applies, when its term begins and how taught and untaught amounts are refunded. Retain the complete version you signed rather than a brochure summary.
- Use the registered identity number for medical and photo records, confirming upload and acceptance. Check subjects, examination city and booking outcomes in your own 12123 account. A school arranging a request does not mean a place has been allocated.
- After theory, train for manoeuvres and road driving according to class and statutory waits, completing both road and safety components. Plan accommodation around the actual test venue; the trip from Guangzhou South to central Guangzhou is not the entire journey.
Costs, timing, and things to check
Compare available payment arrangements such as tuition custody or payment after training, separating official tests, tuition, extra lessons and transport. Ensure any advertised template provisions appear in your own contract rather than relying on oral promises.
A later Hong Kong application needs TD's test-obtained licence and other conditions. Lawful training records do not automatically demonstrate six months' residence, and employment or school evidence must accurately reflect the actual circumstances.
