Hong Kong permanent residence does not establish Chinese nationality. A foreign national staying overnight with Shenzhen friends should check registration under the actual nationality and entry document rather than applying another resident's hotel experience.
What to have ready
Before you start
NIA's 21 September 2026 guidance reiterates registration with local police within twenty-four hours for foreign nationals staying outside hotels, by the guest or host. Online and counter registration have equivalent effect. First online registration generally involves host assistance, with specified self-owned-home or previously registered same-address cases. This is the foreign-national procedure and should not automatically be applied to every Chinese Hong Kong resident. A tenancy or invitation does not itself establish completed accommodation registration.
What to do, step by step
- Before staying, agree the full address and identity details with the host and record arrival time. Ask the actual accommodation provider whether a homestay follows hotel registration instead of assuming its platform label settles the category.
- Enter through NIA's genuine app, mini-programme or website and use the foreign-national accommodation-registration function. Follow the current guest and host information requirements for the actual address and document.
- For a first online registration, arrange host assistance and check the completed registration record rather than preserving only a submission screen. Check current guidance for an address change or later stay instead of inventing an exemption.
- If the function fails or the document is unsupported, contact 12367 or the local police exit-entry office or station for counter help. Take the supporting details promptly instead of waiting beyond the registration period.
Costs, timing, and things to check
NIA identifies particular return-to-same-home cases where repeat registration is unnecessary. Check the document and residence conditions rather than describing all repeat visitors as exempt; ask local authorities when your status differs.
Hotels handle registration under the applicable hotel process; a private residence has a different workflow. Give sensitive documents only to a verified person or official process that needs them and avoid public group-chat uploads.
A practical example
A foreign-national Hong Kong permanent resident stays at a friend's Guangzhou home. The host prepares address details and assists with first online registration, and the guest retains the resulting official record. If the app cannot recognise the document, they promptly use police assistance. An onward airline reservation proves neither registration nor an exemption, and a later visit is assessed against the guidance for that person's actual home and document.
Register promptly under actual foreign-national status and residence, with host assistance for first online use and a saved official outcome.
