Current Category A requires individual annual income of at least HK$2.5 million or its currency equivalent in the year immediately before application; the definition concerns taxable employment or business income, not account assets. Category B requires an eligible university bachelor's degree and at least three years' work experience in the preceding five years. Category C covers eligible degrees awarded within that five-year period with less experience, subject to quota and other exclusions, including relevant Hong Kong non-local undergraduate graduates. B/C applicants need prescribed credential verification.
What to do, step by step
- Place the planned submission date on a timeline and measure the relevant periods from it. Category A applicants assemble tax, employer or owned-company records, separating personal income from business turnover. A savings balance does not add to the income threshold.
- For B/C, check the actual bachelor's awarding institution against the current eligible list, rather than using a master's university ranking. Obtain required verification through an accepted organisation or awarding institution, clarifying transfer or joint-degree circumstances against the official definition.
- Document full-time employment dates, duties and employers for B/C and avoid double-counting overlapping periods. Provide required certified translations for documents outside Chinese or English. Resolve name differences across the passport and qualification documents before they become a supplementary-evidence problem.
- Check nationality restrictions and any existing Hong Kong status, then upload through the official service and pay the applicable application fee. Approval is followed by issuance payment and e-Visa checking. Family members still need their own qualifying dependant applications and supporting evidence.
Costs, timing, and things to check
An initial application does not require a secured Hong Kong job. Permission is generally thirty-six months for A and twenty-four for B/C, subject to the actual grant. Renewal requires qualifying Hong Kong employment or business evidence rather than merely resubmitting the original degree.
Separate the application fee, issuance fee and any private consultant charge. Retain account control when using assistance and do not treat promises about guaranteed quota or approval as evidence. Recheck the eligible list before payment because policy lists can change.
A practical example
A Shenzhen graduate has a master's from a listed university but an undergraduate degree from an unlisted institution. They do not substitute the master's for Category B's bachelor's requirement; they compare other eligible routes using their real qualifications, experience and income.
