Before you start
Hong Kong Customs requires accurate and complete import or export declarations within 14 days after the movement, except for exempted articles. Cargo release, any import/export licence and the statistical trade declaration serve different purposes. C&SD expressly includes online purchases from and sales to overseas. Using a courier, marketplace or small consignment therefore does not justify assuming an exemption. Establish the correct article category and the person responsible for filing for the actual shipment.
What to do, step by step
- Create a shipment file identifying use, materials, model, quantity, value, origin and destination. Separately check licences for controlled goods before dispatch. A commercial invoice needs enough detail for classification; a description such as samples or accessories alone may not explain what the articles are.
- Find the year's HKHS commodity code through C&SD. If uncertain, use its official online enquiry with detailed specifications. Similar commercial names may fall into different classifications. Save the reply and classification reasoning so the next consignment can be checked for differences instead of blindly reusing a code.
- Agree in writing whether the courier or agent will lodge the declaration, including timing, form type and charges. Use an appointed electronic-service channel and obtain the reference, submitted particulars and payment evidence. Do not treat a freight bill labelled handling as proof that the separate declaration was lodged.
- Reconcile each declaration with its transport record. For an incorrect quantity, date or form, promptly check the formal correction procedure. Set reminders for consignments lacking acknowledgement. Monitor the movement date rather than waiting for a supplier invoice or a penalty notice to start the administrative work.
Costs, timing, and things to check
A wrong declaration type may require re-lodgement and late charges; storing the incorrect form does not resolve it. Verify the current official rules on declaration charges, exemptions and combining consignments rather than splitting or merging shipments solely for convenience.
C&SD changed its commodity-code hotline arrangements in 2026. Use the online form or designated email on its current page instead of an old telephone number. An agent still needs accurate product information from your business and cannot classify an undisclosed material or function reliably.
A practical example
A small shop buys phone stands from Shenzhen and the courier completes delivery. The owner checks classification using material and intended use, confirms in writing that the agent will handle the Hong Kong import declaration, and obtains a reference within the required period. She reconciles quantities and values and files transport and declaration records separately. Arrival at the shop is therefore one completed stage, rather than a claim that all trade administration is finished.
Give every shipment a responsible filer, checked classification, deadline and submission evidence.
