Current position and effective dates
Phase-one regulation of disposable plastic products began on 22 April 2024. The official platform describes phase two as depending on circumstances; do not convert an older expected year into a confirmed present commencement date. Check dine-in, takeaway, product categories, and exceptions against the regulation's actual lists.
The Government's September 2025 policy paper states that the current-term Government will continue to suspend municipal solid waste charging. This is separate from plastics regulation. Suspension does not remove other disposal requirements, construction-waste charges, or the contractual cost of private building waste services.
What to check and prepare now
- For a notice, record the policy name, item or fee, asserted effective date, and official basis, then look for later updates. Distinguish a supplier's recommendation from a statutory requirement so a purchasing decision has a checkable reason.
- Restaurants and hotels should check the current category and use, obtaining material specifications from suppliers. A biodegradable label or paper-like appearance does not by itself establish the product's classification; seek the Department's guidance for an uncertain material.
- Residents can ask management to separate waste-service, contractor, and other management costs. Review the agreement and notice for a disputed charge instead of assuming that the policy headline alone proves a particular building fee valid or invalid.
A practical example
A takeaway supplier claiming that phase two definitely begins this year should provide the official date and product category. Check those against current Department information before replacing all stock. A building's waste-service increase needs its contract and calculation reviewed separately; the two questions are not the same statutory levy.
Scope, exceptions, and common confusion
This is a policy-status guide rather than product certification. Do not describe suspension as permanent repeal, or an unconfirmed phase-two date as permission to disregard phase one. Recycling facilities also have separate accepted-material, cleanliness, and opening arrangements, which need their own practical check.
