Needing whole-day care does not automatically mean full fee remission. Identify the child's age and institution before checking the applicable scheme with SFO and the school.
What to have ready
Current support and whom it serves
Fee remission depends on student status, the eligible institution and household assessment. Whole-day care for ages zero to three additionally requires means and social-needs tests within the same assessment period. A centre's admission does not make visitor, two-way-permit or student-visa-only categories automatically eligible.
For 2026/27, remission uses the lower of actual fees and the ceiling and the approved assistance level, after kindergarten education subsidies where applicable. Childcare remission includes relevant meal charges. The kindergarten expenses grant does not cover every childcare student; CSSA families generally use SWD for the relevant school assistance.
Enquire, apply and follow up
- Check course categories with SFO and the centre, distinguishing ages zero to two, two to three and K1–K3. Establish status or CSSA branches first; school admission is not financial-assistance approval.
- Get 2026/27 forms, guidance and school certificate, preparing the social-needs form where applicable. Organise the required household income period and ask SFO about accepted arrangements for missing evidence.
- Submit promptly through official electronic or paper channels and have the attending institution process the school certificate. If the pre-term suggested date has passed, ask the current process instead of assuming late submission guarantees the full year's retrospective payment.
- Check the assessed level, ceiling and effective month, generally the later of submission and admission. Notify transfers and do not claim the same month twice. Apply each year rather than assuming last year's approval continues.
Limits and other arrangements
Full remission means the percentage of the applicable calculation base, not every centre's full price and extras. Compare the 2026/27 ceilings and actual invoice and check non-tuition items separately before concluding nothing remains payable.
Social-needs assessment is not passed merely by saying a parent is busy. Ask social workers about care and financial difficulties in parallel, while admission places, fees and assistance remain separate processes.
A usable example
For a two-year-old admitted to whole-day care, the parent checks social-needs and means forms and submits the school certificate. It compares the decision, ceiling and meal charges without adding the kindergarten expenses grant to the childcare budget.
Select the child's age and service branch and follow 2026/27 assessment and school-certification requirements.
