HKMA's current questions explain that banks set charges commercially but should disclose them and communicate changes clearly. Retail banks provide low-balance fee exemptions for vulnerable customers. Digital banks must not impose minimum balances or low-balance fees, but that does not remove every other disclosed service charge.
Ask your own bank about the applicable customer categories, evidence and effective date, rather than assuming low income automatically exempts every fee. Opening an account should not depend on buying insurance or investments. Identify the deposit and payment services needed before agreeing to additional products.
From enquiry to follow-up
- List recent charges and match each to the official tariff and trigger, such as a low balance or cross-border card use. Asking only whether the whole total can be waived obscures the issue. Itemise what could be exempted, reversed or avoided through a different service choice.
- Contact the bank officially about vulnerable-customer low-balance exemptions, explain the circumstances and ask which evidence it accepts. Provide the requested information and establish whether approval affects earlier charges, requires renewal or offers a more appropriate basic-account option. Do not assume an effective date without confirmation.
- Request a written result identifying remaining charges and the effective date, and retain the case reference. If another account is suggested, compare transfer, cash, currency and card needs before deciding. Removing one fee is not a reason to buy a product whose costs or risks do not suit you.
- If charging conflicts with disclosure or the handling agreed, submit statements and promises to the bank's complaint unit and ask for its next step. HKMA provides supervisory and complaint information, but does not set every commercial fee or guarantee recovery of each sum for an individual customer.
Limits to understand before applying
A low-balance exemption is separate from loan interest, card late fees and investment losses. If repayment is difficult, seek debt support promptly. A deposit-account concession does not suspend debts, amend credit contracts or establish eligibility for a refund of unrelated investment losses.
A family member can help prepare the questions, while the bank's verification and authority rules still apply. Do not give online-banking credentials to an intermediary. If a representative must act, use the bank's formal arrangement rather than assuming a family relationship grants account access.

A customer with a low-balance charge takes the statement and asks which exemption applies, which evidence is needed, when approval takes effect and whether previous charges can be reviewed. The next statement is checked against the bank's answer rather than assuming the enquiry itself changed the account.
Ask with the specific charge for exemption criteria and an effective date; do not infer that every service becomes free.
